ITEC Day 2024
Indian Technical and Economic Cooperation (ITEC) Day – 2024 celebration in Hanoi, on 8th November 2024 was attended by Mr. Pham Quang Hung, Director General, Ministry of Education and Training; Prof. Dr. Le Quan, President Vietnam National University; Mr. Luu Van Duc, Vice Chairman, Vietnam-India Parliamentary Friendship Group, representatives from Ministries of Foreign Affairs, Public Security and Defence; Vietnamese agencies, institutions and ITEC alumni played a constructive role.
ITEC, launched in 1964, is a leading flag-ship capacity-building programme of the Government of India to shares its expertise, development experiences and best practices with 160 partner countries, including Viet Nam. India has been a steadfast and reliable developmental partner of 160 Global South countries (6.3 billion people) by sharing its vast development experience in numerous fields of human endeavors all these years.
ITEC program comprises of not only training courses at prominent institutions in India in numerous domains but also supporting establishment of institutions and facilities, deployment of trainers and equipment to foreign institutions. Over the years, the programme has trained more than 200,000 officials from over 160 countries both in civil and defense sectors. During the disruptions caused by the Covid-19 pandemic, the ITEC programme continued through virtual programmes or e-ITEC. Apart from the regular pre-scheduled multi-country training programmes, India offers country-specific training in specific areas through customized training programmes designed and delivered by leading institutions in India.
Over 3400 persons from Vietnam have attend ITEC courses which are an important component of India-Viet Nam Comprehensive Strategic Partnership. The relevance and usefulness of ITEC programme in Viet Nam has been reflected in the increasing number of ITEC seats that stands at about 200 seats under Civilian and Defence ITEC courses for Viet Nam.
ITEC programme encompasses human resource development in various areas ranging from Information Technology, public administration, small and medium enterprises, entrepreneurship, rural development, parliamentary affairs, journalism, renewable energy, agriculture, water resources, finance, accounts, space science, cyber security etc. In this year, Vietnamese officials, experts and scholars have attended ITEC courses in India in prominent institutions such as Dr. Marri Channa Reddy Human Resource Development Institute, Hyderabad; International Center for Information Systems & audit; Indian Institute of Technology-Kanpur; National Institute of Labour economics Research and Development; Rashtriya Raksha University; Centre for Development of Advanced Computing (C-DAC) etc.
Similarly, training programmes on UN peacekeeping, security and strategic studies, defence management, marine and aeronautical engineering, logistics and management, marine hydrography, counter terrorism & counter insurgency, etc., are offered to defence personnel in prestigious institutions covering defence services – Army, Navy, Air Force, Coast Guard. ITEC Courses in various Army training Institutions began in 1990s and since then more than 1000 Vietnamese officers have attended various courses in Indian Army, Navy and Air Force training Institutions like National Defence Academy (NDA), Indian Military Academy (IMA), (Indian Naval Academy (INA), Air Force Academy (AFA), Defence Services Staff College (DSSC), College of Defence Management (CDM) and National Defence College (NDC). India has also deployed training teams at Vietnamese institutions in areas agreed between the two countries.
ITEC programme has created a large network of alumni across the continents who have become ITEC torch-bearers in their respective countries and in the process, developed a powerful cultural bridge between India and the country concerned. ITEC Day celebrates our relations with ITEC alumni in Vietnam and views them as bridge to Viet Nam towards friendship, mutual understanding and appreciation between our two countries.
ITEC is a fully Indian government sponsored training schemes through courses in India.
