VISIT OF INDIAN NAVAL SHIP INS KILTAN TO HO CHI MINH CITY

Indian Naval Ship INS KILTAN made a technical halt at Nha Rong Port, Ho Chi Minh City from 24-26 December 2020. This ship visit formed part of the Indian Navy’s ongoing operational deployment of its ships to South East Asia region. Indian and Vietnamese Navy also concluded the two-day naval passage exercise PASSEX in the South China Sea as part of efforts to boost maritime cooperation between the two countries.

The ship delivered Humanitarian Assistance including Disaster Relief Stores for the flood affected people of Central Vietnam. These stores were handed over to Vietnam’s Central Steering Committee for National Disaster Prevention and Control. This is reflective of the deep people to people connect between the two countries.

India and Vietnam have a civilizational relationship that is two millennium old. India-Vietnam relations have grown stronger in recent times due to the vibrant economic engagement and growing convergence on political, regional and security issues. The bilateral relations were elevated to Comprehensive Strategic Partnership in 2016. Despite the COVID-19 pandemic situation, both countries have maintained the momentum in bilateral engagements. Prime Ministers of both the countries held online talks on 13 April 2020. Virtual summit was conducted on 21 December 2020 between the two Prime Ministers. Several landmark agreements and announcements were made during the summit covering a broad spectrum including Defence, energy, trade and cultural sphere. The Joint Commission Meeting between the two Foreign Ministers were conducted online on 25 August 2020. Defence Ministers of the two countries held online talks on 27 November 2020 to discuss security issues of mutual interest and concern. These high-profile engagements signify sustained momentum in the bilateral relationship and in Defence and Security cooperation.

Defence cooperation is a vital component of the Comprehensive Strategic Partnership between the two countries. The Indian Navy has extensive interactions with Vietnam People’s Navy, particularly in the field of training, repairs, maintenance and logistics support aimed at capacity building.

India-Vietnam relations today reflect their shared belief that their partnership is not only bilateral in nature but has an important bearing on the peace, prosperity and stability of the Indo-Pacific region founded on their shared respect for international law and a rules-based regional and international order. The current ship visit sought to enhance maritime cooperation between the two Navies and further strengthen the strong bonds of friendship between the two countries and contributed to security and growth for all in the region.
